How many months of S&CC the rebate covers depends on your flat type
Between April 2026 and January 2027, eligible HDB households get between 1.5 and 3.5 months of Service and Conservancy Charges offset, in quarterly steps. The schedule by flat type, the property rule that rules many out, and how to check.
In brief
- Between April 2026 and January 2027, eligible HDB households receive GSTV – S&CC Rebates covering 1.5 to 3.5 months of Service and Conservancy Charges, depending on flat type.
- The rebate is credited in January, April, July and October, with no action needed.
- Households are excluded if no owner or occupier is a Singapore citizen, if an owner or essential occupier has an interest in private property, or if the whole flat is rented out.
The Town Council statement is one of the least exciting letters a flat owner receives, which is why the rebate on it often goes unnoticed. A month’s Service and Conservancy Charges simply does not appear, or appears smaller, and life goes on. But how many months are covered, and in which quarter, depends on the type of flat you live in, and a few households are surprised to find they get nothing at all.
This guide sets out the GST Voucher S&CC Rebate for the current cycle, from April 2026 to January 2027, using the schedule published on the official GovBenefits portal.
What S&CC pays for
Service and Conservancy Charges are the monthly fees HDB households pay their Town Council for the upkeep of the estate: cleaning, maintenance and management of common property such as corridors, lifts and void decks. Each Town Council has full discretion over its rates, which can vary by flat type, design and location. That is why the rebate is expressed as a number of months rather than a dollar amount.
The schedule for April 2026 to January 2027
The rebate is part of the permanent GST Voucher scheme, which also includes Cash, MediSave and U-Save; we explain how the four parts fit together in the GST Voucher is not one payment. For this cycle, GovBenefits lists the following months of S&CC offset.
| Flat type | Apr 2026 | Jul 2026 | Oct 2026 | Jan 2027 | Total |
|---|---|---|---|---|---|
| 1- and 2-room | 1.0 | 1.0 | 1.0 | 0.5 | 3.5 |
| 3- and 4-room | 1.0 | 0.5 | 0.5 | 0.5 | 2.5 |
| 5-room | 0.5 | 0.5 | 0.5 | 0.5 | 2.0 |
| Executive / multi-generation | 0.5 | 0.5 | 0.5 | n/a | 1.5 |

The pattern is deliberate. Smaller flats receive more months of rebate, so the support is weighted towards households in smaller homes. Executive and multi-generation flats receive their 1.5 months by October 2026; the final January 2027 instalment goes to the other flat types.
Turning months into dollars: a worked example
Because rates differ by Town Council, the dollar value of “one month” varies. The example below uses an invented monthly S&CC figure to show the arithmetic.
| Quarter | Months offset | Value |
|---|---|---|
| April 2026 | 1.0 | S$90 |
| July 2026 | 0.5 | S$45 |
| October 2026 | 0.5 | S$45 |
| January 2027 | 0.5 | S$45 |
| Cycle total | 2.5 | S$225 |
The S$90 is illustrative only. Check your own Town Council statement for your actual S&CC rate.
Who qualifies, and who does not
According to GovBenefits, an HDB household receives the S&CC Rebate when:
- at least one Singapore citizen owner or occupier lives in the flat;
- the flat owners and essential occupiers do not own or have an interest in private property; and
- the owners have not rented out the whole flat.
The private-property condition catches people out. A couple who bought a small private investment unit while keeping their HDB flat, or an essential occupier who inherited a share of a private property, may find the rebate stops. The rules for U-Save are similar but not identical: U-Save excludes households whose members own more than one property, and allows the rebate where the whole flat is rented to at least one Singapore citizen tenant.
Good to know
If you pay S&CC by GIRO, there is nothing to do: the Town Council arranges with your bank to deduct the amount after the rebate. Questions about your S&CC payment or account go to your Town Council; questions about eligibility for the rebate go to HDB.
How it sits alongside U-Save
The S&CC Rebate is often confused with U-Save, because both reach HDB households automatically in the same four months. They pay different bills. U-Save is credited to the household’s utilities account with SP Services and offsets electricity, water, gas and refuse charges; the S&CC Rebate reduces what you owe your Town Council. For financial year 2026, GovBenefits says eligible households receive double the regular U-Save, from S$440 for executive and multi-generation flats to S$760 for 1- and 2-room flats, because extra credits were added in Budget 2026 and again from October 2026. Unused U-Save rolls over to later bills and cannot be cashed out.
How to check your household’s rebate
No application is needed; eligible households receive the rebate automatically each January, April, July and October. GovBenefits says residents can check or ask about their eligibility by logging in to the MyHDBPage on HDB InfoWEB with Singpass, under My Flat, then View Service & Conservancy Charges (S&CC) Rebate. As with any Singpass log-in, type the address yourself or use the official app; never log in through a link in an unexpected message.
Who this matters for, and what to check
- HDB households with a Singapore citizen owner or occupier: the rebate should appear automatically each quarter.
- Owners or essential occupiers with any interest in private property: you are likely excluded.
- Owners renting out the whole flat: the S&CC Rebate does not apply.
- Executive and multi-generation households: your last instalment for this cycle was in October 2026.
- Anyone budgeting household costs: also check property tax and Annual Value and U-Save on your SP Services bill.
The takeaway
The S&CC Rebate is small, steady and automatic: between 1.5 and 3.5 months of S&CC over the year, credited quarterly, with smaller flats getting more. Its value in dollars depends on your Town Council’s rate, and eligibility hinges on citizenship, private property and whether the flat is let out. It is one of several separate support measures, alongside the Assurance Package Cash payment due in December 2026, and none of them needs an application through a private website.
